THE MARQUESS OF CARMARTHEN (Lambeth, Brixton)
said, there was some objection to the Bill on the ground that it, permitted the payment of interest out of capital. He did not think the measure ought to be taken at so late an hour.
§ MR. H. H. FOWLER
said, the Bill merely conferred upon the Indian Government the same powers as a Committee of the House would have to inquire into the merits of various proposals.
