I beg to ask the Secretary of State for the Home Department if he will state the number of indictable offences committed in England (so far as known to the police) during the last 12 months for which Returns are complete, and the number of persons committed for trial in respect of them?

The number of indictable offences committed was, in England and Wales, 39,021, and in England only, 37,587; and the number of persons committed for trial was 12,836, and in England, only 12,191.

Am I to gather from the answer that for three out of every four crimes committed, no person was sent for trial?
