I merely rise for the purpose of asking the Lord Advocate to give me information——

The hon. Gentleman is premature; his zeal outruns 1222 his discretion. I am not about to move the Second Reading. I believe I am at liberty to ask a question. I merely wish to ask the Lord Advocate to be good enough to define the position of the Government in regard to the Bill. Are the Government, having accepted the principle, inclined to look with a sympathetic eye upon the Bill as a means of carrying out that principle?

It may be a question how far the Bill carries out the spirit of the Resolution agreed to by the House, and certainly the Bill cannot pass its Second Reading without discussion.
