I do not think this Bill ought to be allowed to pass without some explanation.

I can only speak with the permission of the House. The hon. Gentleman was not present when I made a statement with regard to the Bill, when it came up on a previous, occasion. This is a Bill to enable 1259 Children to be taken out of the custody of parents who are not treating them properly. Judging from the representations received from all parts of the House, there appears to be a unanimous feeling that the Bill should be passed into law as soon as possible.
