§ MR. MUNDELLA (Sheffield, Brightside)
I beg to move the Second Reading of this Bill, and I am glad to know that for the Motion I shall have the support of Her Majesty's Government. I am moving in this matter on behalf of a Society started some three or four years ago to prevent cruelty to children in the direction set forth in the Bill.

In assenting to the Second Reading I would suggest to the right hon. Gentleman that the Committee stage should be postponed for about a fortnight, on the ground that in some respects the measure goes too far, and its provisions will have to be carefully considered. We desire to see an Act passed which will deal with existing evils, and I dare say that if the right hon. Member postpones the Committee stage for some 1680 time we shall be able to meet him on some of the points of difficulty in the Bill.
