§ MR. ARTHUR O'CONNOR (Donegal, E.)
said, that many Members of the House did not realize the full scope and purpose of this Bill. In the year 1875 a very admirable measure was put in force to prevent, amongst other things, vast systems of fraud which had been carried on in connection with Friendly Societies having agents over large areas—not only beyond 10 miles from headquarters, but even in different counties and different ends of the country. The consequence of that was—
