asked the Secretary of State for the Home Department, What preparations are made for proceeding with the Convict Establishment at Peterhead, and for commencing the harbour of refuge there?

in reply, said, that the Government were very anxious to get on with the work referred to in the right hon. and gallant Gentleman's Question; but some delay in the arrangements had taken place as to the Department which was to be responsible. The plans for the harbour were still under consideration.
