in reply, said, that the question whether the period of the Session had arrived when Public Business might begin at a quarter past 4 o'clock instead of half-past was one to be decided by the House itself. His only object was to consult the wishes and convenience of hon. Members, and as far as the Government was concerned, there was no objection to commencing at the earlier time; but he did not wish any one to be taken by surprise by the adoption of a new arrangement, and therefore he would take an opportunity of mentioning the matter on Monday, and in the meantime hon. Members would be able to consider it.
