§ Mr. P. Scrope moved the second reading of this bill, and hoped there would be no objection to its passing through this stage.

did not approve of all the details of the bill, but as the principle was good, he hoped the House would allow it to be read a second time.

said, that if the bill were allowed to pass through this stage, he would remove the 4th and 5th, which appeared to be the objectionable clauses in committee.
